Carter's New Water Policy- A Bonus for Wetlands?

In May of 1977 President Carter announced his intention to reform national water resources policy in his May 1977 environmental message to Congress; the new policy was announced on June 6, 1978. It had considerable potential to reduce environmental damage from “pork barrel” water development projects which have destroyed or degraded wetlands throughout the country.
