Wetlands Before Hospitals?

I am extremely concerned about the possible impacts of the recent Memorandum of Agreement between the Environmental Protection Agency and the Army Corps of Engineers regarding the "no net loss" or wetlands mitigation policy. This MOA raises serious questions of fairness and equity that seem to have received little attention in the formulation of this policy.
