Heather Luedke joined ELI as a Research Associate in August 2020. Her current work includes assisting with the Environmental Law and Policy Annual Review (ELPAR) for 2021, researching the role of wetlands in state hazard mitigation plans, and working on an Oregon coastal zone management project. Prior to joining ELI, Heather conducted research about the effectiveness of Climate Action Plans in higher education institutions, collaborated with communities in Panama to develop solutions to balance the economy and the environment in a tourist hotspot, and compiled a fact sheet about nature-based solutions to climate change for Congressional offices. Heather grew up in Atlanta, Georgia, and Whitefish, Montana. She graduated from Carleton College with a BA in Environmental Studies.
