Summary

A 1984 study prepared by the Office of Technology Assessment found that federal policies do not deal consistently with wetlands use. Some federal policies such as acquisition and regulatory programs discourage wetland conversions, but others actually encourage wetlands destruction by reducing the costs of conversion to other uses, especially agriculture.
