Summary

In early 1985, the Environmental Protection Agency (EPA) referred the Army Corps of Engineers’ proposed amended National Environmental Policy Act (NEPA) procedures to the Council on Environmental Quality (CEQ), stating that they improperly limited analysis of project impacts and alternatives. More than two years later, CEQ issued its referral findings and recommendations, which essentially accept the Corps’ proposed changes.
