Coordination between wetland protection programs and the National Flood Insurance Program offers a rare and wonderful opportunity for synergism in the public interest. Traditionally, most wetland protection programs have focused on water as a source of life for fish, wildlife, and humans. The National Flood Insurance Program, on the other hand, has a specific and narrow focus relating to the water as a source of death and destruction.
