GAO Report Adds to Agenda for Improving Mitigation

In September, the U.S. Government Accountability Office released a report examining the Corps’ regulation of compensatory mitigation. The report observed that, in the districts the office visited, the Corps “performed limited oversight” and “rel[ied] primarily on negotiation to resolve any violations.” The author explores these and other findings.
