Summary

Water has come to Grays Harbor, Washington. Its watermeadows lie silent, awaiting spring and the issuance of a final environmental impact statement (EIS) on the Grays Harbor Estuary Management Plan (GHEMP) by the National Oceanic and Atmospheric Administration (NOAA). Several new twists and turns have taken place in the seven-year effort to produce an estuary management plan: completion and submission of a final plan to NOAA, and development of an alternative, citizens' plan by a coalition of environmental groups. Both plans were included in the draft EIS issued by NOAA in the spring of 1983.
