Summary

The Great Lakes Wetlands Policy Consortium was formed in 1989 in response to the need for a coordinated, proactive approach to wetland policy development and improvement in the region. The Consortium consists of 23 organizations from the United States and Canada. The organizations have diverse interests, but all are committed to protecting wetlands. Since each organization had an existing wetland protection program at the time the consortium was formed, it is not surprising that each came to the process with different goals and philosophies. The consortium sought to respect each group's organizational and philosophical differences throughout the development of the policy. In addition, organizations were not required to formally endorse the policy conclusions in order to participate.
