Wetlands cannot be classified in a linear fashion according to their value. Such an approach would lack sufficient credibility to withstand legal challenges focused by competent scientists and regulatory experts operating with data. At least six significant constraints need to be addressed in order to understand the main issues associated with developing a wetland valuation program that will stand rigorous technical and administrative challenges.
