It's Time to Add a Tax Credit to the Wetland Protection Toolbox

Attaining an annual net increase of 100,000 wetland acres per year by 2005 is one of the ambitious goals of the Clinton Administration's recently released Clean Water Action Plan. Accomplishing this wetland restoration goal will indeed be a challenege where we consider that approximately 75 percent of the remaining wetlands are estimated to be in private ownership.
