Summary

Hurricane Katrina was a manifestation of the increased risks we incurred but failed to adequately assess and monitor, such as the changing nature of the hazard, its protective systems, and its consequences. The author believes we must adopt risk-based, adaptive, long-term strategies to minimize future damages while creating a comprehensive, sustainable framework for national water policy.
