Mitigation: Determining the Need

Mitigation of impacts on fish and wildlife resources is a concept that has evolved over the last 30 years. Historically, resource agencies sought to replace user days of recreation through establishment of various facilities such as fishing piers and boat launching ramps. Today, the emphasis is on the conservation or replacement of impacted fish and wildlife.
