Moving Wetland Mitigation Towards Conservation Banking

Instead of debating the successes and failures of the compensatory mitigation program, perhaps we should be looking at alternative strategies to protect wetlands. In fact, maybe we should be focusing our energies on protecting wetland functions rather than wetland acreage. Conservation banking, historically used to protect habitat for endangered species, is one such approach.
