A New Approach to Wetlands Protection for Nebraska's Rainwater Basin

Government faces enormous challenges when it seeks to regulate wetlands on private property. This is especially true when the land is in agricultural production, one of the most economically depressed sectors of the economy. As farmers struggle with higher costs and lower prices, the government may be prohibiting them from converting certain wetlands to crop production to comply with federal laws such as the Clean Water Act.
