Summary
The reduction in federal protection for certain intrastate wetlands in 2003 caused environmental professionals to reexamin the power and limits of state wetland programs. Assessment of the effect of these programs, however, has been hampered by lack of data. An environmental think tank is addressing this problem by characterizing state wetland programs nationwide.
