Summary

As long as there have been mitigation and restoration, there has been a search to accomplish them more effectively. An important step forward in recent history was the 2001 National Academy of Sciences (NAS) report, Compensating for Wetland Losses Under the Clean Water Act. This report become one of the key documents used in the development of the 2008 joint U.S. Army Corps of Engineers (the Corps) and U.S. Environmental Protection Agency (EPA) rule on mitigation (33 C.F.R. pt. 332 and 40 C.F.R. pt. 230).
