In the mid-1980s, the U.S. Fish and Wildlife Service’s (FWS’) Chesapeake Bay Field Office began dedicating biologists to the task of collaborating with willing partners to improve coastal habitat conditions on both public and private lands. These biologists developed a model that provided funding, technical support, and planning tools needed to make on-the-ground conservation of coastal habitat affordable and effective.
