Summary

For many people, the State of Maine brings to mind images of rocky shores, extensive forests, and quaint New England towns. While this picture holds true for most of the state, recent developments along Maine's southern coast has caused drastic conflict between environmental conservation and economic development, with natural resources often sacrificed for the monetary value of the land on which they are situate. For this reason, Region 1 of the Environmental Protection Agency and the New England Division of the U.S. Army Corps of Engineers undertook a new approach to wetlands protection known as "Advance Identification" in 18 towns in York County, Maine.
