Research Reports

ELI publishes Research Reports available for free download that present the analysis and conclusions of the policy studies ELI undertakes to improve environmental law and policy. These reports contribute to education of the profession and disseminate diverse points of view and opinions to stimulate a robust and creative exchange of ideas. This report examines and identifies approaches to building the capacity of communities to participate in the Environmental Protection Agency's (EPA) decision-making processes. The focus of this study was on individual citizens and local non-profit groups within communities that may be interested in or affected by EPA activities. Capacity was defined as the ability of a community to participate effectively in EPA activities and decision-making.
